Isaiah 59:19
"So shall they fear the name of the Lord from the west, and his glory from the rising of the sun. When the enemy shall come in like a flood, the Spirit of the Lord shall lift up a standard against him" (Isaiah 59:19 KJV).
Comment:
This passage is from the section of the Book of Isaiah generally known as Second Isaiah, since it was written significantly later than the book's first 39 chapters. I quoted the King James Version, since that is the version you referenced. The later Revised Standard Version translates the second sentence more clearly, I think: "For he will come like a rushing stream, which the wind of the Lord drives."
The author is writing at the time that Cyrus of Persia is on the verge of conquering Babylon, thus (hopefully) freeing the Israelites who have been in captivity there. This passage affirms that the Lord is with Cyrus, whose vast Persian Empire stretches from west to east ("the rising of the sun" occurs in the east). Cyrus is the only non-Jew in all of Hebrew scripture to be seen and described as an agent of the Lord. So the promise is that Cyrus's army will arrive "like a rushing stream," with the full support of the Lord.
